A firm protested a Marine Corps contract award for a parent support program, contending that the Marine Corps unfairly provided the awardee with early notification of the solicitation and information about the procurement. GAO held that the Marine Corps: (1) reasonably rejected the protester's proposal as technically unacceptable, due to its lack of experience; and (2) contact with the awardee concerned the awardee's interest in the project, not privileged information. Accordingly, the protest was denied.
