A firm protested a Federal Highway Administration (FHwA) contract award for a study, contending that FHwA improperly applied: (1) a standard cost estimate to evaluate certain subtasks; and (2) unspecified evaluation criteria. GAO held that: (1) the protester untimely filed after bid opening its protest regarding FHwA use of the standard cost-estimate; and (2) FHwA evaluated bids in conformance with the specified evaluation factors. Accordingly, the protest was denied in part and dismissed in part.
