A firm protested an Air Force contract award for facsimile machines, contending that the awardee misleadingly offered a foreign product that violated Buy American restrictions. GAO held that it had no legal basis to question the award, since the: (1) Air Force required verbal confirmation of the awardee's Buy American certification of its domestic product; and (2) protester failed to substantiate its allegations. Accordingly, the protest was denied.
