A firm protested an Army contract award for ammunition boxes, contending that the: (1) Army improperly evaluated option prices in determining the lowest overall bid; and (2) awardee's bid was materially unbalanced and unrealistically low. GAO held that the: (1) protester untimely filed after bid opening its protest regarding the Army's evaluation of option prices; (2) protester failed to prove that the awardee's bid was materially unbalanced; and (3) awardee's low bid did not constitute a basis to overturn the award, since the Army properly determined that the awardee was responsible. Accordingly, the protest was denied in part and dismissed in part.
