A firm protested three Coast Guard purchase orders for clinical laboratory services, contending that the Coast Guard failed to: (1) advertise its requirements in the Commerce Business Daily; and (2) give it the opportunity to compete. GAO held that the Coast Guard: (1) was not required to advertise its requirements under the small-purchase procedures; and (2) did not deliberately or consciously exclude the protester from competition. Accordingly, the protest was dismissed.
