A firm protested an Army contract award for compressor shafts, contending that the Army improperly required that its product undergo first-article testing, since it had previously supplied the product to the Army. GAO held that the Army reasonably determined not to waive the first-article testing, since: (1) inspection and documentation standards for first-article approval had materially changed; and (2) it had experienced quality problems with the protester's product. Accordingly, the protest was denied.
