A firm protested the Federal Aviation Administration's (FAA) failure to provide notice of a contract award for security guard services, contending that it learned of the award through a newsletter. GAO held that FAA: (1) had made no actual award, and the newsletter was erroneous; and (2) alleged failure to notify the protester of award was a procedural error that did not affect the award's validity or provide a basis for protest. Accordingly, the protest was dismissed.
