A firm protested a Department of Education contract award for a technology study, contending that Education: (1) improperly awarded the contract to a higher offeror and did not make a proper cost/technical tradeoff decision; and (2) failed to notify the protester of certain bid deficiencies during discussions. GAO held that Education properly: (1) determined that the awardee's technically superior proposal was worth the 15-percent cost premium; and (2) did not coach the protester as to how it could improve its proposal. Accordingly, the protest was denied.
