[Protest of Army Cancellation of Solicitation for Compressors]
B-237520.3: Jan 25, 1991
- Full Report:
A firm protested the Army's cancellation of a solicitation for compressors, contending that: (1) the Army could modify the contract to meet its changed requirements; (2) it was the low, responsible bidder; and (3) it was entitled to reimbursement for its bid and protest preparation costs. GAO held that the Army could not award the contract with the intent of materially modifying it after award. Accordingly, the protest and the claim were denied.
