A firm protested a General Services Administration (GSA) contract award for building renovations, contending that GSA improperly allowed the awardee to submit supplemental qualification data after bid opening. GAO held that the: (1) awardee's failure to furnish information regarding its proposed subcontractor before bid opening did not render its bid nonresponsive; and (2) protester failed to show that GSA acted fraudulently or in bad faith in determining that the awardee was responsible. Accordingly, the protest was dismissed.
