A firm protested a Navy solicitation for refuse collection, contending that the solicitation was improper, since its subsidiaries were the only firms legally authorized to provide refuse collection services in the specified areas. GAO held that: (1) as federal facilities, the air stations were entitled to contract for their own refuse collection services; and (2) the city code for one of the involved jurisdictions excluded federal facilities from its waste disposal exclusive franchise provisions. Accordingly, the protest was denied.
