A firm protested a Navy solicitation for housing renovations, contending that the Navy improperly used competitive negotiation to limit competition and avoid using sealed bidding procedures. GAO held that the Navy reasonably: (1) determined that discussions were necessary to ensure that bidders understood the complex requirements; and (2) did not cancel the solicitation as a result of expected changes in its requirement. Accordingly, the protest was denied.
