A firm protested a General Services Administration (GSA) solicitation for landscape maintenance services, contending that GSA improperly amended the pricing schedule to require single-percentage based quotes on GSA-estimated prices. GAO held that GSA: (1) reasonably amended the pricing schedule to prevent unbalanced bids and ensure award to the lowest bidder; (2) properly prepared estimates on the basis of historic information; and (3) adjusted estimates in light of information the protester provided and further review of its requirements. Accordingly, the protest was denied.
