A firm protested any Navy contract award for contaminated soil removal, contending that the Navy improperly and in bad faith failed to timely provide it with a solicitation amendment setting a new bid opening date. GAO held that: (1) the Navy fulfilled full and open competition requirements; (2) there was no evidence to show that the Navy deliberately attempted to exclude the protester from the competition; and (3) the protester failed to avail itself of every reasonable opportunity to obtain the amendment. Accordingly, the protest was denied.
