A firm requested reconsideration of its dismissed protest against the Department of Agriculture's (USDA) rejection of its bid for modem installation. GAO had held that the protester untimely filed its protest more than 10 working days after becoming aware of the basis for protest. In its request for reconsideration, the protester contended that it timely filed its protest after USDA notified it of its bid's rejection. GAO held that the protester knew the basis for protest more than 10 working days before it filed its protest, since USDA had earlier: (1) informed it that its bid was not in the competitive range; and (2) conducted a debriefing. Accordingly, the request for reconsideration was denied.
