A firm requested further reconsideration of its dismissed protest against a Defense Logistics Agency (DLA) contract award for wrist watches. GAO had held that the protester untimely filed its comments to the DLA protest report. In its request for reconsideration, the protester contended that: (1) it received the DLA report 3 days after the due date; and (2) its protest concerned a significant issue concerning the application of a definitive responsibility criterion. GAO held that the protester failed to: (1) timely comment on the DLA report within 10 working days after receipt of the report; (2) notify GAO of its late receipt of the report or request an extension; and (3) raise an issue of widespread interest to warrant consideration of its protest under the significant-issue exception to the protest timeliness requirements. Accordingly, the request for reconsideration was denied.
