A firm protested a Navy contract award for support services, contending that the Navy: (1) improperly increased its bid by applying Service Contract Act wage rates to labor categories that were exempt from the act; and (2) unreasonably and inconsistently analyzed the awardee's cost realism. GAO held that the Navy reasonably: (1) determined that the protester's labor categories were subject to the applied wage rates; and (2) and consistently evaluated the awardee's cost realism. Accordingly, the protest was denied.
