A firm requested a decision regarding the amount it was entitled to recover for bid and protest preparation costs pursuant to its sustained protest of an Air Force contract award. The Air Force had previously agreed to reimburse the claimant for out-of-pocket expenses and some of its president's time, contending that the firm failed to substantiate its claim for the president's time and salary. GAO held that the claimant: (1) failed to adequately document the president's salary or allow an audit to substantiate the claim; and (2) was entitled to recover out-of-pocket expenses, except for costs associated with communicating with congressmen and the President. Accordingly, the claim was allowed in part.
