A firm protested a Navy contract award for maintenance center operation, contending that the Navy failed to: (1) properly evaluate the awardee's proposal under the corporate experience factor; (2) apply a small-disadvantaged-business (SDB) evaluation preference to its bid; and (3) consider the significant costs of contract transition. GAO held that the: (1) Navy reasonably and consistently evaluated bids; (2) solicitation did not provide for the application of a SDB evaluation preference; (3) solicitation did not provide for the evaluation of contract transition costs; and (4) protester untimely filed after bid opening its protest regarding the consideration of transition costs. Accordingly, the protest was denied in part and dismissed in part.
