A firm protested the Air Force's exclusion of its bid from the competitive range for base engineering services, contending that the Air Force failed to: (1) evaluate the proposals in accordance with the specified criteria; (2) inform it of deficiencies during discussions; and (3) consider its low price in determining the competitive range. GAO held that the Air Force improperly failed to consider the protester's price in excluding its marginally acceptable proposal from the competitive range. Accordingly, the protest was sustained, and GAO recommended that the Air Force: (1) reevaluate the protester's bid, taking into consideration the protester's offered price and GAO concerns regarding the technical evaluation; (2) provide the bidders within the competitive range with the opportunity to revise proposals; (3) provide each bidder with a copy of its evaluation prior to discussions; and (4) reimburse the protester for its protest costs.
