A firm protested the Air Force's cancellation of a solicitation for custodial services, contending that the: (1) Air Force improperly set the procurement aside for small disadvantaged businesses; and (2) Small Business Administration (SBA) did not properly consider the potential adverse impact of the small-disadvantaged-business restriction to the protester. GAO held that: (1) the Air Force erroneously synopsized the requirement as a small business set-aside; and (2) SBA failed to properly consider the restriction's potential adverse impact on small businesses. Accordingly, the protest was denied in part and sustained in part, and GAO recommended that: (1) SBA properly perform an adverse impact analysis; and (2) the protester was entitled to reimbursement for its protest costs.
