A firm requested reconsideration of its protest against the Army's determination that it was not responsible under a solicitation for asbestos removal. GAO had held that the Small Business Administration (SBA) properly denied the protester a certificate of competency (COC), since the record showed that the protester would not be able to obtain approval of a required asbestos transportation license in time for contract performance. In its request for reconsideration, the protester contended that: (1) SBA denied the COC on the mistaken belief that it did not possess and would not be able to timely obtain a removal license; and (2) it submitted additional information on its intended use of a licensed subcontractor. GAO held that the protester did not timely advise the Army or SBA about the licensed subcontractor. Accordingly, the request for reconsideration was denied.
