A firm protested an Army contract award for housing construction, contending that the Army: (1) failed to specifically request that it extend its bid acceptance period; and (2) improperly awarded the contract without first offering the protester the opportunity to revive its bid. GAO held that: (1) the protester untimely filed its protest more than 10 days after becoming aware of the basis for protest; and (2) allowing the protester to revive its expired bid would afford it an unfair advantage over other bidders. Accordingly, the protest was dismissed in part and denied in part.
