A firm protested the Defense Nuclear Agency's (DNA) failure to provide it a copy of a solicitation for specialized nuclear services, contending that: (1) it took complete and sufficient action to obtain the solicitation; and (2) a DNA error caused it to not receive the solitation. GAO held that the: (1) protester failed to avail itself of every reasonable opportunity to obtain the solicitation; and (2) an inadvertent error by DNA did not justify sustaining the protest. Accordingly, the protest was denied.
