Two firms requested reconsideration of a dismissed protest against the Army's evaluation of bids for environmental services. GAO had dismissed the protest as academic, since the Army intended to take corrective action. In their requests for reconsideration, the protesters contended that the: (1) Army's solicitation modifications, reopened discussions, and request for revised bids would not remedy the Army's alleged errors in conducting the procurement; and (2) Army inappropriately determined that there were urgent and compelling circumstances to continue contract performance during the pendency of the protest. GAO held that: (1) the Army took the appropriate corrective actions; and (2) it did not review urgency determinations. Accordingly, the requests for reconsiderations were denied.
