A firm protested a General Services Administration (GSA) solicitation for relocation services, contending that: (1) GSA could not legally utilize a contractor to perform relocation services; and (2) contract costs would exceed in-house performance costs. GAO held that the protester was not sufficiently interested to challenge the solicitation, since it was not an offeror under the solicitation. Accordingly, the protest was dismissed.
