A firm protested an Army contract award for housing maintenance services, contending that the: (1) Army misapplied the specified evaluation criteria by failing to give equal consideration to price and technical proposals; (2) record did not support the award to a higher offeror; and (3) awardee's bid exceeded the Army's minimum requirements. GAO held that: (1) the awardee's technically superior bid outweighed the price difference; and (2) nothing in the record showed that the Army awarded a contract for more than its minimum needs. Accordingly, the protest was denied.
