A firm protested an Army contract award for software support services, contending that the Army performed an inadequate cost evaluation, since it did not determine probable costs based on the number of hours each offeror required. GAO held that the protester untimely filed after bid opening its protest regarding an alleged solicitation impropriety. Accordingly, the protest was dismissed.
