A firm protested the award of a classified contract for processing equipment, contending that the agency: (1) failed to consider its alternate cost proposal; (2) failed to advise it during discussions that its alternate proposal was unacceptable; and (3) deprived it of a meaningful opportunity to compete for award. GAO held that the: (1) protester untimely filed its protest more than 5 weeks after the agency requested best and final offers; (2) protester's alternate proposal involved a departure from the stated requirements; and (3) agency could not consider an alternate cost-sharing offer without providing all offerors the opportunity to propose cost-sharing or similar arrangements. Accordingly, the protest was dismissed.
