A firm protested the Navy's refusal to allow it to bid for building operation and maintenance services, contending that it substantially met the security requirements. GAO held that the: (1) Navy reasonably determined that the protester's employees did not meet the security clearance requirements and would be unable to obtain them in time for contract performance; and (2) Navy's restrictive security requirements were unobjectionable. Accordingly, the protest was denied.
