A firm requested reconsideration of its denied protest against a Defense Fuel Supply Center (DFSC) solicitation for the supply of natural gas. GAO had held that DFSC properly did not set aside the procurement for small disadvantaged businesses (SDB), since it reasonably determined that there was no expectation of receiving offers from at least two SDB eligible for award as manufacturers or regular dealers. In its request for reconsideration, the protester contended that DFSC should have set aside the procurement for SDB. GAO held that: (1) it considered the same issues in an earlier protest involving the same parties; and (2) the protester did not contend that it qualified as a manufacturer or regular dealer. Accordingly, the request for reconsideration was dismissed.
