A firm protested an Air Force small-disadvantaged-business set-aside for housing maintenance, contending that an unreasonable number of base housing maintenance contracts were being set aside. GAO held that the Department of Defense's stated objective of awarding 5 percent of the dollar value of its contracts to small disadvantaged business concerns was a goal, not a cap or ceiling which could not be exceeded. Accordingly, the protest was dismissed.
