A firm protested the National Aeronautics and Space Administration's (NASA) rejection of its bid for sensors, contending that: (1) NASA improperly evaluated its technical proposal; (2) the awardee had an unfair competitive advantage, since it had previous experience with a NASA subcontractor; and (3) NASA failed to conduct meaningful discussions with it. GAO held that: (1) NASA reasonably evaluated the protester's technical proposal; and (2) the protester untimely filed contentions regarding the awardee's alleged competitive advantage and NASA discussions. Accordingly, the protest was dismissed in part and denied in part.
