A firm protested the General Services Administration's (GSA) acceptance of the two low bids under a solicitation for custodial services, contending that GSA should: (1) reject the bids as unbalanced, since they included certain items at less than cost; and (2) award it the contract, since its bid was low and responsive. GAO held that the protester did not state a valid basis for protest, since it did not allege that the bids included overstated charges or prove that the bids were unbalanced. Accordingly, the protest was dismissed.
