A firm protested a Navy solicitation for scaffolding couplers, contending that the 16,000-pound tensile test requirement would render the scaffolding unsafe. GAO held that the: (1) protester did not assert that it was unable to meet the specified test; (2) Navy's test posed no safety threat; and (3) fact that the protester desired a more restrictive test did not render the Navy's test unreasonable. Accordingly, the protest was denied.
