A firm protested a Navy contract award for a delivery vehicle, contending that the Navy improperly awarded the contract, since the awardee had a conflict of interest due to its previous work on the same vehicle. GAO held that since the Navy properly excluded the protester's bid from the competitive range, the protester was not sufficiently interested to protest the award. Accordingly, the protest was dismissed.
