A firm protested a Navy contract modification for generator design, contending that the modifications: (1) were beyond the scope of the contract; and (2) should have been the subject of a new contract. GAO held that the modifications represented no significant change in the purpose or nature of the contract or obligation of either party to the contract. Accordingly, the protest was denied.
