A firm protested the Army Corps of Engineers' rejection of its bid for recreation area construction, contending that: (1) the Corps improperly applied laws on individual sureties that were not in effect at the time it issued the solicitation; (2) its bid bond was acceptable; and (3) it did not make any false statements or present any false claims to the government. GAO held that the Army properly rejected the protester's bid, since its: (1) bid bond did not meet requirements even under prior rules; and (2) individual sureties were unacceptable. Accordingly, the protest was denied.
