A firm protested a Navy contract award for waste collection and disposal services, contending that the Navy improperly excluded it from submitting a proposal under the solicitation. GAO held that the Navy unreasonably excluded the protester from the competition on the basis that it had refused to provide cost data in response to previous solicitations and requests for such data. Accordingly, the protest was sustained, and GAO recommended that the Navy reimburse the protester for its protest costs.
