A firm protested a Department of Veterans Affairs (VA) contract award for body scanner maintenance, contending that VA unfairly downgraded its technical proposal. GAO held that VA reasonably determined that the awardee's technically superior bid outweighed the potential cost advantages of the protester's low bid. Accordingly, the protest was denied.
