A firm protested two National Aeronautics and Space Administration (NASA) contract awards for support services, contending that NASA misrepresented its contract performance to the Small Business Administration (SBA) in justifying its decision to terminate the protester's contract. GAO held that: (1) the protester failed to show that NASA acted improperly; (2) SBA, in concurring with the NASA decision, was not required to conduct an adverse impact analysis, since NASA made award to other firms in the small-disadvantaged-business program; and (3) NASA was not bound by its previous procurement to include multiple requirements under a single contract. Accordingly, the protests were denied.
