A firm requested reconsideration of its denied protests against two Air Force contract awards for bulk fuel foam. GAO had held that the Air Force reasonably determined that the awardee's product was technically acceptable and met the solicitation specifications. In its request for reconsideration, the protester contended that the Air Force improperly concluded that the awardee's product satisfied the solicitation requirements. GAO held that: (1) the awardee's product satisfied all of the specified requirements; (2) there was no basis to find the product's level of electrical activity unacceptable; and (3) the protester failed to show any legal or factual error that would warrant reversal or modification of the original decision. Accordingly, the requests for reconsideration were denied.
