A firm protested an Army contract award for housing maintenance, contending that the Army failed to properly apply the specified evaluation criteria when it selected a higher-priced offer for award. GAO held that the Army reasonably determined that the awardee's technical superiority outweighed the potential cost savings in the protestor's bid. Accordingly, the protest was denied.
