A firm protested a General Service Administration (GSA) contract award for landscaping and sidewalk improvements, contending that GSA improperly failed to place it on the solicitation mailing list, which precluded it from submitting a timely bid. GAO held that the protester did not avail itself of every reasonable opportunity to obtain solicitation amendments or ensure its inclusion on the mailing list. Accordingly, the protest was denied.
