A firm protested an Army contract award for lodging and meals, contending that the Army should have rejected the awardee's bid as nonresponsive, since it did not have a binding arrangement with its designated subcontractor. GAO held that the protester failed to state a valid basis of protest, since it did not allege any improper relationship between the awardee and its proposed subcontractor. Accordingly, the protest was dismissed.
