A firm requested that GAO determine its entitlement to recovery of costs pursuant to its successful protest against a Navy contract award for video teleconferencing systems. The Navy contended that the protester's invoice: (1) did not adequately support its claim; and (2) was not properly certified and included expenses that were clearly improper. GAO held that the: (1) protester properly documented its claimed labor hours; (2) protester properly submitted a breakdown of its attorneys fees; and (3) protester was not entitled to reimbursement for costs associated with agency-level protest or interest on its claim; and (4) Navy failed to show that the protester's documented charges were unreasonable. Accordingly, the claim was allowed in part.
