A firm protested a Coast Guard contract award for a study of fishing vessel stability, contending that the Coast Guard: (1) improperly evaluated its proposal as to cost; and (2) failed to account for the alleged instability of the awardee's subcontractor. GAO held that the protester: (1) untimely filed its protest regarding the cost evaluation of its bid; and (2) failed to provide evidence that the Coast Guard acted fraudulently or in bad faith in determining the awardee's responsibility. Accordingly, the protest was denied in part and dismissed in part.
