A firm protested an Army contract award for night vision devices, contending that the award was inconsistent with the evaluation criteria. GAO held that the Army: (1) reasonably evaluated the protester's proposal consistently with the evaluation criteria; (2) was not obligated to conduct discussions on every aspect of the proposal that received less than the maximum possible score; and (3) properly awarded the contract to a higher bidder. Accordingly, the protest was denied.
