A firm protested a Navy contract award for computer engineering services, contending that the Navy misapplied the solicitation's evaluation criteria in determining that the awardee had no organizational conflict of interest. GAO held that the Navy reasonably evaluated the awardee's proposal. Accordingly, the protest was denied.
