A firm protested the Army's rejection of its bid and decision to limit competition to small disadvantaged businesses for engineering and support services, contending that: (1) the Army acted in bad faith by disqualifying its bid and issuing the competitive solicitation; and (2) its untimely protest should be considered under the significant-issue exception to protest timeliness rules. GAO held that the: (1) protester untimely filed its protest more than 10 working days after becoming aware of the competitive solicitation; and (2) protest did not present a significant issue. Accordingly, the protest was denied.
